The PASSIA Leadership Program was developed in view of the fact that today's young generation will play a major role in the future of Palestine and that the political and socioeconomic issues facing Palestine's communities require visionary leadership. PASSIA leadership courses thus aim at empowering young leaders to deal more effectively with the tasks and specific problems ahead. The overall goal is to prepare future leaders to promote public needs rather than political favors, understand the breadth of perspective on issues, assume responsibility and exercise sound decision-making.

The seminars are designed for Palestinians who hold supervisory positions or who are concerned with specific activities that require a leadership role (e.g., contributing to the progress and development of the community).

The program on Leadership and International Relations specifically targeted participants who have to deal with external affairs/actors as part of their working requirements and seeks to establish a general introduction in the field of leadership in various aspects, as deemed relevant for the Palestinian context. The course will thus aim at the participants' leadership, teambuilding, communication and problem-solving skills, in addition to provide a sound introduction into the field of international relations.
