This information paper resulted from a lecture given in 1989 at a time when US-PLO dialogue had just begun, and details the history of US-PLO relations under Carter and Reagan. Quandt also discusses the change in US policy and thinking and the reasons for this change, analyzing issues such as the Intifada, the Jordanian disengagement from the West Bank and US-Soviet relations.
