SUMMARY:

  This meeting was attended by Dr. Mahdi Abdul Hadi, Dr. Tamer Essawi and a group from the Royal College of Defence Studies which sends a team of military planners, srategists and officials from various countries on an annual tour. The group consisted of Major General J.S. Chester, Royal Navy; Brigadier M.L. Wildman, British Army; Commander Gopalachari, Indian Navy; Brigadier Keating, Australian Army; Mr. K. Masuda, Japanese Defence Agency; Captain C.S. McHugh, Royal Navy; Colonel C.H. Patrum, United States Air Force; Colonel J. Prochyra, Slovak Army; Mrs. J.B. Royle, British Ministry of Defence; Air Commander C.J. Sharples, Royal Air Force; Wing Commander M.P. Cocksedge, Royal Air Force. Also in attendance was His Excellency David Maclellan, British Consul in Jerusalem. Internal and external security issues were discussed with the issue of Israeli settlements being raised as a major obstacle to the maintenance of law and order in the transitional phase. The development of political systems and the necessity for training and education was noted and the possibility of exchange visits for training Palestinians considered.
