Themes of the Symposium:

The First Theme: Priorities and Agendas

• What are the most important priorities of research centers for political and strategic studies in the Arab world?

• Do these centers operate according to annual work plans?

• How do these centers define their annual work plans and agendas? And what are the most important determining factors in this respect?

• To what extent do the priorities and annual work plans of these centers cater to the needs of states and societies?

The Second Theme: The Research Cadres

• Do such centers face problems in finding appropriate and qualified research cadres?

• How do these centers attract qualified researchers?

• To what extent do these centers play a positive role in forming and habilitating research cadres?

• To what extent are these centers concerned with IT in conducting research and studies, habilitating researchers, and building databases that help them carry out their research work?

• What are the most problematic issues researchers working for these centers face?

The Third Theme: Funding

• What are the sources of funding for the activities of these centers?

• What is the nature of funding problems faced by these centers? How do these problems affect their work?

• To what extent does the private sector participate in financing these centers? What is the nature and role of this type of funding?

• What is the scope of the influence wielded by foreign funding on the activities of centers that accept such assistance?

The Fourth Theme: Coordination and Cooperation among Centers for Research and Studies in the Arab World

• What are the nature, forms and scope of the existing cooperation and coordination among such centers?

• What are the biggest obstacles to cooperation and coordination among the concerned centers?

• What are the fields of cooperation and the means employed to enhance coordination among the concerned centers?

• What are the most important facets of cooperation with peer centers for research and studies in the non-Arab world?

• Do Arab centers for research and studies entertain relations with peer centers in Latin America, Asia and Africa? What is the nature of these relations compared to those with research centers based in the US and Europe? What are the comparative advantages and disadvantages?

• To what extent do Arab centers for research and studies participate in conferences, symposia and meetings organized by research centers in non-Arab countries?

• Do Arab centers undertake joint research projects with foreign centers? To what extent?

The Fifth Theme: Publications, Publishing, Distribution and Translation

• What are the criteria espoused by centers for research and studies in the publishing field?

• To what extent are these centers concerned with publishing in other languages besides Arabic? What are the issues in this regard?

• What is the scope of the benefits derived by the concerned centers from the new IT tools used in the publishing field? To what extent are they concerned with e- publishing?

• What are the outstanding problems faced by these centers in the fields of publishing and distribution?

• To what extent are these centers concerned with translation? What problems do they face in this specific field?

The Sixth Theme: Evaluating the Role of Centers for Research and Political and Strategic Studies in Supporting the Decision- and Public Policy-making Processes and Serving Society

• What are the dimensions of the role centers for research, political and strategic assume in supporting the decision- and public policy-making processes with regard to the reports, consultancy, recommendations and suggestions derived from academic studies on phenomena and problems facing the Arab states and societies?

• To what extent are governmental departments and institutions open to recommendations put out by these centers?

• What are the dimensions of the role played by the concerned centers in serving society, whether by offering training programs in various fields to benefit society or through the participation of the centers’ researchers in the discussion of public issues or public lectures?
